Sir,
With reference to your further letter of the 30th March (No.14792/1916) transmitting paraphrases of further telegraphic correspondence with the Governor of Hong Kong relative to the proposed increase of light dues, I am directed by the Board of Trade to state, for the information of Mr.
Secretary Bonar Law, that they regret that they are still
unable to understand the exact nature of the Governor's
proposal, but that the suggestion that a deduction shall be
made from Imperial Taxes to cover increased light dues paid
at Hong Kong appears to be impracticable.
I am to add that if the Governor wishes to pursue the
matter the Board would suggest that he should be asked to
furnish full particulars of his proposal, stating precisely
what he means by "Imperial War Tax", what are the actual light dues now charged and those which he proposes to levy,
and what are his reasons for the proposal.
